Tampa is a separate municipal permitting jurisdiction and should not default to unincorporated Hillsborough permitting. The City uses Accela for building and land-development services. A Hillsborough County business tax receipt is also required for businesses located inside Tampa. Tampa Water serves Tampa and some areas outside city limits, so utility service must be resolved by service area rather than city name alone.
