Knowing what does not apply saves as much time as knowing what does. Each item below is a verified negative with the controlling citation; each applies countywide unless noted.

No Miami-Dade HVHZ window/door requirements. The Florida Building Code defines the High-Velocity Hurricane Zone as Broward and Miami-Dade counties only (FBC Building, Section 202 Definitions). Pinellas County is outside the HVHZ. Impact products here follow the standard Florida Product Approval system and site wind pressures, not Miami-Dade NOA-only rules. unverified

Florida has no general state business license; the state's official business portal (OpenMyFloridaBusiness.gov) confirms only specific regulated industries need a state license. A typical business needs entity registration (Sunbiz), tax registration (Department of Revenue) where applicable, and the local Business Tax Receipt.

No county health department restaurant permit. Restaurants (public food service establishments) are licensed by DBPR's Division of Hotels and Restaurants under FS 509.241, not by the county health department. DOH covers only institutional/civic food settings (FS 381.0072); grocery and convenience stores are FDACS.
