Pinellas County Animal Services
Pinellas County Animal Services safeguards public health, public safety and animal welfare through citizen education and enforcement. It operates the county shelter and adoption center in Largo and administers required pet licensing for dogs and cats.
Pinellas County Building & Development Review Services
Building and Development Review Services (BDRS) provides building permits, building inspections and code reference for unincorporated Pinellas County and six partner communities. All permitting applications and site plan submissions are managed online through the Pinellas County Access Portal (Accela).
Pinellas County Code Enforcement Division
The Code Enforcement Division, part of Building and Development Review Services, is responsible for enforcing county codes in the unincorporated areas of Pinellas County, home to approximately 280,000 residents. It does not handle code enforcement within the county's 24 municipalities and does not enforce homeowner association rules.
Pinellas County Construction Licensing Board
The Pinellas County Construction Licensing Board (PCCLB) is an independent agency that regulates construction and home improvement contractors practicing throughout Pinellas County, including all local municipalities. It licenses contractors, investigates complaints against licensed and unlicensed contractors, and enforces contractor licensing requirements.
Pinellas County Economic Development
Pinellas County Economic Development helps businesses start, expand and relocate in Pinellas County, offering site selection assistance, small business support, workforce development and target industry recruitment in sectors such as advanced manufacturing, aviation and aerospace, life sciences, IT and defense.
Pinellas County Emergency Management
Pinellas County Emergency Management partners with the whole community to prepare for disasters, plan emergency response and work toward recovery for all of Pinellas County. It manages evacuation zones, emergency alerts and shelter information for the county.
Pinellas County Environmental Management Division
Environmental Management, a division of Pinellas County Public Works, monitors and protects the county's environmental resources, managing projects and permits for natural and built environmental resources. Its Water and Navigation section permits docks and dredge/fill projects countywide, including within the cities as well as unincorporated areas. As of July 1, 2024, dock and dredge/fill applications are submitted online through the Pinellas County Access Portal.
Pinellas County Housing & Community Development Department
The Housing and Community Development Department (HCD) works to make communities vibrant and livable through the implementation of long-term County policies and strategic initiatives in land use, community redevelopment, transportation, and affordable housing. It includes a Planning Division and a Community Development Division.
Pinellas County Office of Consumer Protection
The Office of Consumer Protection, a division of the Human Services Department, helps residents resolve problems such as defective products, erroneous bills or non-delivery of goods or services. It mediates consumer complaints, conducts criminal investigations of consumer fraud, and regulates certain businesses under county ordinances.
Pinellas County Parks & Conservation Resources Department
The Parks & Conservation Resources Department maintains more than 20,000 acres of county parks and preserves, with amenities including picnic shelters, camping, playgrounds, boat ramps and trails. Its mission is to maintain and protect natural, cultural, and recreational resources through access, education, and stewardship.
Pinellas County Planning Division
The Planning Division, part of Housing and Community Development, works to make communities vibrant and livable through long-term county policies and strategic initiatives in land use, community redevelopment and housing. Zoning and land use regulations administered by the county apply to unincorporated Pinellas County; day-to-day zoning review and certifications are handled with the Building and Development Review Services Department at (727) 464-3888.
Pinellas County Public Works Department
The Public Works Department manages environmental, stormwater and transportation systems to provide a safe, sustainable and vibrant community for the people of Pinellas County. Its divisions include Environmental Management, Stormwater & Vegetation, and Transportation, and it also runs mosquito control and flood information programs.
Pinellas County Solid Waste
The Solid Waste Department manages the Solid Waste Disposal Complex in St. Petersburg, which includes a Waste-to-Energy Facility and landfill, along with the Household Hazardous Waste (HHW) Center. Its 30-year Solid Waste Master Plan targets zero waste to landfill by 2050.
Pinellas County Utilities
Pinellas County Utilities provides drinking water, reclaimed water and sewer service, striving to deliver safe, uninterrupted service through planning, assessing, maintaining, and renewing water, wastewater, and reclaimed water systems. Customers manage billing and payments through the Utilities Customer Portal.
Pinellas County Clerk of the Circuit Court and Comptroller
Elected constitutional officer serving as clerk of the circuit and county courts and as county comptroller, recorder, and auditor. The office maintains court case records, records Official Records such as deeds and mortgages, and handles traffic ticket payments, marriage licenses, and jury service.
Pinellas County Property Appraiser
Independently elected constitutional officer (Mike Twitty) responsible for determining the value of all real and tangible personal property in Pinellas County for ad valorem tax purposes. The office administers property tax exemptions, including the homestead exemption, and maintains property ownership records and GIS maps.
Pinellas County Sheriff's Office
Countywide law enforcement agency led by the elected Sheriff, providing patrol, investigations, and operation of the county jail. The office also serves civil process, handles public records requests, and offers services such as fingerprinting and alarm registration. The former pcsoweb.com domain now redirects to pinellassheriff.gov.
Pinellas County Supervisor of Elections
Elected constitutional officer (Julie Marcus) who administers all federal, state, county, and municipal elections in Pinellas County. The office manages voter registration, mail ballots, early voting, polling places, and election results.
Pinellas County Tax Collector
Elected constitutional officer (Adam Ross) who collects property taxes and provides state services as an agent of Florida, including driver licenses and ID cards, vehicle and vessel registrations and titles, and disabled parking permits. The former taxcollect.com domain now redirects to pinellastaxcollector.gov.
Forward Pinellas
Forward Pinellas serves as both the Pinellas Planning Council (the countywide land use planning board) and the Metropolitan Planning Organization for Pinellas County. It coordinates countywide land use policy and long-range transportation planning, including the Advantage Pinellas plan, a 25-year strategy for mobility, economic opportunity and housing affordability.
Pinellas Suncoast Transit Authority
PSTA is Pinellas County's public transit agency, operating fixed-route bus service throughout the county and paratransit service for riders with disabilities. Its headquarters is at Grand Central Station in St. Petersburg, with customer service centers in Clearwater, Pinellas Park and St. Petersburg.
Southwest Florida Water Management District
The Southwest Florida Water Management District (nicknamed Swiftmud) manages water resources across west-central Florida, including Pinellas County. It issues Environmental Resource Permits, Water Use Permits and Well Construction Permits through its ePermitting system, and manages water supply, flood protection, water quality and natural systems. As of July 2026, new Environmental Resource Permit applications are submitted through the District's new Appian portal, while Water Use and Well Construction permitting continue in the legacy ePermitting system.
Tampa Bay Regional Planning Council
Established in 1962 as the first of Florida's regional planning councils, the Tampa Bay Regional Planning Council is a forum for communication, coordination and collaboration among member governments in the six-county Tampa Bay region. Its programs cover economic development, emergency preparedness, environmental planning, resiliency planning, GIS, and planning and design visualization.
Tampa Bay Water
Tampa Bay Water is the regional wholesale drinking water supplier for the Tampa Bay area, supplying water to more than 2.6 million residents through its six member governments: Hillsborough, Pasco and Pinellas counties and the cities of New Port Richey, St. Petersburg and Tampa.
Juvenile Welfare Board of Pinellas County
The Juvenile Welfare Board is a special district that invests in partnerships, innovation and advocacy to strengthen Pinellas County children and families. Its work focuses on school readiness, school success, prevention of child abuse and neglect, and strengthening communities.
Pinellas County Schools
Pinellas County Schools is the public school district for all of Pinellas County, headquartered at the district administration building in Largo. It handles student enrollment and registration, school zoning, and operates the FOCUS parent portal for student information.
Pinellas Suncoast Fire & Rescue District
Pinellas Suncoast Fire & Rescue District is an independent special fire control district serving the beach communities of Indian Rocks Beach, Indian Shores, Belleair Beach and Belleair Shore plus unincorporated Oakhurst. It provides firefighting, advanced life support medical response, fire prevention and community education. Note that Pinellas County has multiple independent fire districts and municipal fire departments, each serving its own area.
Florida Department of Agriculture and Consumer Services
State agency regulating agriculture and consumer protection. It permits and inspects retail food establishments such as grocery and convenience stores, bakeries, markets and food processors (restaurants are regulated by DBPR instead), and licenses a range of consumer businesses. Food permits are applied for and renewed through the online Food Permit Center, and its consumer helpline is 1-800-HELP-FLA.
Florida Department of Business and Professional Regulation
State agency that licenses and regulates more than one million Floridians across dozens of professions and businesses, including construction contractors, electricians, real estate professionals, cosmetologists, and alcoholic beverage licensees. Its Division of Hotels and Restaurants licenses and inspects public lodging and public food service establishments (restaurants). Licenses can be verified and managed through DBPR's online portals.
Florida Department of Environmental Protection
Florida's lead agency for environmental management, issuing environmental resource permits (ERP) for work in wetlands and surface waters and Coastal Construction Control Line (CCCL) permits for construction seaward of the control line on beaches. Pinellas County falls under FDEP's Southwest District office in Temple Terrace (813-470-5700), which serves Citrus, Hardee, Hernando, Hillsborough, Manatee, Pasco, Pinellas and Polk counties. Applications are filed through the DEP Business Portal and agency records are searchable in the Oculus document system.
Florida Department of Health in Pinellas County
The state health department's county office for Pinellas County. Its Environmental Public Health division handles onsite sewage disposal and septic tanks (OSTDS), well surveillance, public swimming pool and spa inspections, storage tanks, biomedical waste, and food hygiene programs. It also issues certified copies of Florida birth and death certificates.
Florida Department of Highway Safety and Motor Vehicles
State agency for driver licenses and ID cards, vehicle and vessel titles and registrations, and the Florida Highway Patrol. In Pinellas County, most in-person driver license and motor vehicle services are provided by the Pinellas County Tax Collector acting as the state's local agent; many transactions can be completed online via the MyDMV Portal.
Florida Department of Revenue
State agency administering Florida's taxes, including the 6% state sales and use tax plus discretionary county surtaxes. Pinellas businesses register to collect sales tax and file and pay returns through the department's online e-Services. The department also administers reemployment tax and oversees property tax administration and child support.
Florida Department of Transportation District Seven
The FDOT district serving the Tampa Bay area, including Pinellas County, headquartered in Tampa. Property owners and developers connecting to or discharging toward a state road need FDOT permits such as driveway/access connection permits and drainage permits, which are applied for electronically through FDOT's One Stop Permitting portal.
Florida Division of Corporations (Sunbiz)
Division of the Florida Department of State that serves as the state's central repository for business entity filings: corporations, LLCs, partnerships, fictitious names, trademarks and liens. Businesses file formation documents and annual reports online at Sunbiz, and anyone can search entity records for free.
Florida Fish and Wildlife Conservation Commission
State commission managing Florida's fish and wildlife resources. It regulates hunting, saltwater and freshwater fishing, and boating, and sells recreational licenses and permits through the official Go Outdoors Florida portal.
