Marriage License and Passport (Clerk of Court) in Pinellas County

countywide

The Pinellas County Clerk of the Circuit Court issues marriage licenses and accepts U.S. passport applications. Both parties must appear together for a marriage license; Florida residents face a 3-day waiting period unless they complete a registered premarital course, which also reduces the license fee by $32.50. Passport applications (Form DS-11) are accepted at the Clerk's Clearwater and St. Petersburg offices for a $35 acceptance fee plus State Department fees.

Steps

  1. 1

Marriage: both parties apply in person

Both applicants appear at a Clerk office, provide Social Security numbers and proof of age/ID (alien registration documents accepted for non-citizens), and provide the end date of any prior marriage. No blood test. Both sign the Family Law Handbook statement.

  2. 2

    Marriage: waiting period and validity

Florida residents without a premarital course certificate receive a license effective 3 days after application; completing a registered 4-hour premarital course within the prior year waives the wait and reduces the fee by $32.50 (FS 741.0305). Non-Florida residents have no waiting period. The marriage must be solemnized within 60 days of issuance. Deputy clerks perform ceremonies for a fee during office hours.

Locations: 14250 49th Street N, Clearwater, and 545 1st Avenue N, St. Petersburg. Children 15 and younger require both parents/guardians (or consent documentation) and must appear in person.
