For a proposed retail store, salon or other commercial storefront inside the City of St. Petersburg, a CITY Business Tax Receipt is required before operating. New applicants must use the City's Business Tax applications/forms route and submit the applicable new business application; the Click2Gov Business Licenses login is for existing accounts and renewals, not a substitute for a new application. City Business Tax Division: 727-893-7241 option 2 and [email protected]. This city tax is distinct from Pinellas County's absence of a county occupational tax. The City's business tax varies by business classification and site details; do not assign an independent-contractor flat fee to a retail store or salon without confirmation.

The City states that commercial premises may require a Certificate of Occupancy from Construction Services & Permitting (727-893-7231). Before signing a lease or opening, ask the City to verify whether the existing site's authorized zoning use and occupancy support the proposed business; a new tenant, changes in use, alterations, plumbing, electrical, accessibility or fire work can require review or permits. The City's Building Permit portal provides applications, permit and inspection records, and scheduling. A local BTR does not by itself authorize construction or occupancy.

The City's Sign Code Section 16.40.120 generally requires a sign permit before a business erects, creates or installs a sign unless a specific exemption applies. An illuminated exterior storefront sign must be reviewed for zoning district, dimensions, wall or freestanding location, lighting restrictions, whether it is near single-family property, and any multi-tenant uniform sign plan. The Code specifically restricts internal illumination of signs within 50 feet of a single-family-use or single-family-zoned property. An electrical permit or additional building review may be required depending on actual wiring and construction; do not assert it is automatically issued. A sign application can require written property-owner consent when the applicant is not the owner. Have sign artwork, location, mounting, dimensions, illumination method and landlord authorization ready. Contact City Construction Services & Permitting to confirm permit type and site restrictions. unverified

For cosmetology/barber shops, get the relevant Florida DBPR establishment license, in addition to individual practitioner licenses and the City BTR. The City states a state professional license copy is required where that occupation is regulated. For retail goods, state sales-tax registration may be needed; an LLC and fictitious storefront name are separate Sunbiz filings. None of these state registrations approves city zoning, occupancy or signage. Do not invent a fee, approved land use, existing certificate, electrical exemption, or an automatically valid sign design for any individual address.
