A parcel ID or tax record does not by itself prove that land is a legal buildable lot. New development may require review of the recorded plat, legal description, access, subdivision history, utilities, floodplain, zoning, and site-development standards. Pinellas County's plat conformity review requires plats offered for recording to comply with Chapter 177, Florida Statutes and County requirements. For lot splits, subdivisions, or uncertain parcel status, resolve the legal-lot and plat question before answering that a house or commercial building can be permitted. unverified
