Site development is the process of preparing a property for construction by designing and permitting improvements outside of a building. A site plan set can include buildings, parking, landscaping, stormwater drainage, utilities, and other information needed to demonstrate compliance with County ordinances, resolutions, and policies. Pinellas County provides Site Development services for unincorporated Pinellas County. All development must comply with the approved final site plan; additional site alteration requires further site plan review. Commercial applicants should confirm zoning, land use, and site-development requirements for their property and determine whether a pre-application meeting or development review is needed. For complex or phased commercial projects, County staff recommend contacting them early to confirm the permitting path.
