Three separate concepts often get mixed together. First, a qualifying owner may act as owner-builder only within the limits of Florida Statute 489.103 and must personally meet the County's affidavit and supervision requirements. Second, a recorded Notice of Commencement is required when the statutory project threshold applies and must be available for inspections. Third, a private provider under Florida Statute 553.791 is an alternative plan-review or inspection professional, not a way around permitting. Pinellas requires private providers to register, maintain insurance, schedule and upload inspection results, and submit a Certificate of Compliance. Unless a Certificate of Occupancy or Certificate of Completion is required, the permit automatically closes within 1–2 business days of final approval; when a Certificate of Compliance is uploaded after inspections are complete, County staff review it and process permit completion within 1–2 business days.
