Oldsmar is a split-authority jurisdiction. Since September 1, 2021, Pinellas County issues Florida Building Code permits, but the City requires its own pre-permit review for zoning and land use, Land Development Code compliance, flood review, Public Works, Fire, and in some areas architectural review. Applicants therefore cannot skip City review merely because the final building permit is issued by Pinellas County. StartFL should show both layers in the correct order.
