Mobile Food Dispensing Vehicles are licensed through Florida DBPR, and state law preempts a separate local food-truck license or jurisdiction-wide ban. Local governments can still enforce generally applicable zoning, parking, fire, property-use, and event rules that are not prohibited by state preemption. A food truck therefore needs the state operating license plus a lawful place to operate. For a fixed recurring location or event, resolve the municipality, property permission, and applicable site or event restrictions.
