The barrier-island and beach municipalities do not share one universal building or zoning authority. Madeira Beach, Treasure Island, St. Pete Beach, Indian Shores, Redington Shores, Redington Beach, North Redington Beach, Belleair, Belleair Bluffs, and neighboring communities use a mix of City or Town departments, contracted providers, and County BDRS arrangements. Floodplain, substantial-improvement, coastal, short-term-rental, and local zoning rules can differ substantially across municipal lines. Resolve the actual municipality first, then use that municipality's documented building and zoning authority; never route by postal city alone.
