Pinellas County Building and Development Review Services issues Florida Building Code permits for unincorporated Pinellas and several partner municipalities, including Belleair Beach, Belleair Shore, Indian Rocks Beach, Kenneth City, Oldsmar, and Safety Harbor. That does not mean local zoning disappears. Partner cities can retain zoning, floodplain, fire, public-works, architectural, or other pre-permit review. StartFL should first resolve the municipality, then combine any required municipal approval with the County BDRS permit path instead of treating every County-served address as unincorporated.
