Apply for an Orlando residential roof permit in Orange County
For properties confirmed inside City of Orlando, the City's official residential re-roof page links a dedicated 3-page re-roof application (Rev 12/24) with a scope-of-work page. The form directs applicants to email it to [email protected] with 'New Permit' in the subject. Homeowners acting as owner-builders must sign the City's declaration in person. For work exceeding $5,000, the City requires a recorded Notice of Commencement before the first inspection. The City requires a roof dry-in/in-progress inspection (code 125) AND a final inspection (code 600), plus an inspection affidavit before final. The City's roof page still LINKS an outdated March 2022 affidavit quoting the 2020/7th Edition code. A separate newer City-hosted February 2024 affidavit quotes the 2023/8th Edition code, but the roof page does not link it and the City has not confirmed which affidavit it currently accepts. The previously listed January 2023 fee schedule is superseded as the latest City-hosted document by a schedule labeled effective January 2026; post-July 2026 adoption and the project's payable fee remain unconfirmed. Neither government PDF alone proves a sellable Permit Pack. This is official sourced guidance, NOT a certified sellable Permit Pack.

Steps
- 1
Verify that Orlando city, not Orange County, issues this permit
Use official parcel and city-boundary information to confirm the exact site. A postal Orlando mailing address alone is not jurisdictional proof.
orlando.gov/Building-Development/Schedule-an-Appointment/Sch - 2
Complete the City's dedicated three-page residential re-roof application (Rev 12/24)
The City's live roof page links this application. Pages 1-2 request owner/contractor, job address, estimated project cost and signatures. Page 3 is the required roof scope-of-work and product-approval section. The older 2018 stand-alone roofing information PDF should NOT replace this linked current roof-specific application.

Submit the re-roof application to the City
The linked 12/24 PDF says to email the completed application to [email protected], with 'New Permit' in the email subject. The City says it contacts applicants within approximately three business days for next steps; this is not an automatic permit issuance.

Confirm the owner-builder declaration and Notice of Commencement conditions
If a homeowner is acting as their own contractor, a separate Owner/Builder Declaration must be signed in person at the City's permitting office. When the construction cost is above $5,000, supply a certified recorded Notice of Commencement before scheduling the first inspection; City conditions and state statute must be checked for the actual permit.

Confirm City-issued fees and receive the permit before beginning roof work
The City emails payment instructions after reviewing and approving the residential re-roof application; it then emails the permit, inspection sign-off sheet and required affidavit. The City's newer five-page published residential fee schedule states Effective January 2026, but post-July 2026 adopted authority and project-specific roofing permit/surcharge calculation are not independently confirmed. Show the dated schedule for nonbinding context only; the City's assessed bill is payable after approval. DO NOT quote a fixed current reroof fee or claim a 2023 schedule is still authoritative.
orlando.gov/files/sharedassets/public/v/1/departments/edv/pe - 6
Schedule BOTH the dry-in and final inspections
The City's active reroof page requires BOTH dry-in/in-progress inspection 125 and final inspection 600, plus a completed roofing inspection affidavit for the final inspection. The active page links a March 2022 affidavit quoting 2020/7th Edition code, but a separate officially hosted February 2024 affidavit cites 2023/8th Edition code. The City has not confirmed which edition is accepted for current filings. Ask City Permitting before executing the affidavit. Do not use the older instruction saying final inspection alone is sufficient.

Good to know
CANDIDATE: DO NOT SELL. City's roof-specific application Rev 12/24 is now directly verified, including roof scope, contact and filing method. City roof page requires inspection code 125 and code 600, and a roof inspection affidavit. Current accepted inspection affidavit and fee schedule, site-specific special cases, sign/notary conditions, full owner/contractor scenarios, and actual final submission/acceptance remain unverified. Do not use the outdated March 2018 residential re-roof form (says final-only) or dated 2022 inspection affidavit as current code authority. Official government-source reconciliation Oct. 23, 2026: City hosts a February 2024 roofing inspection affidavit citing the 2023/8th Edition FBC, while its active roof page still links 2022/7th Edition form. Also located official January 2026 residential fee schedule, replacing 2023 as the newest published reference found, but no certified post-July 2026 adopted fee or current accepted affidavit. DO NOT use dated fee figures as a final applicant quote. No forms, prices, jurisdiction or paid-ready permissions changed.
