Apply for a Lee County roof covering permit

Unincorporated County

For Lee County-administered properties, the County published a Roof Application and Permitting Guide updated April 6, 2026. Contractors apply through eConnect and choose Trades > Roof. Owner-builders may submit a paper application in person with disclosure. The October 2025 Roof Covering Permit Application identifies additional roof information. County pages and PDF links returned HTTP 403 to StartFL server during review, so these are source-researched instructions, NOT verified direct document delivery.

Steps

  1. 1

Check that Lee County, rather than an incorporated city, issues the roof permit

Do not assume this process covers Fort Myers, Cape Coral, Bonita Springs, Estero, Sanibel or Fort Myers Beach without checking the authority for the parcel.

  2. 2

Follow the County 2026 roof permitting guide

Licensed contractors use eConnect > Permitting > Create Application > Trades > Roof; county documentation says only owner-builders can submit paper applications in person. The government PDF returned HTTP 403 to the VPS, so open it directly through the official County site.

  3. 3

Identify roofing scope and required supporting material

County guide calls for product approval numbers and supports conditional roof plan for partial replacement, engineering for certain tile conversions, owner-builder paperwork and a notice of commencement where required. Confirm applicability against the parcel and current rules.

  4. 4

Receive review decision, pay County fees, and schedule inspections

The 2026 guide lists inspection variants based on roof type and an inspection affidavit for final. The official fee schedule and final conditions require separate project validation.
