Residential Building Permit Routing — Hillsborough County

Unincorporated Countytampaplant-citytemple-terrace

Route residential construction to the building authority for the parcel before preparing an application. This workflow covers a new house, single-family home, home construction, deck, covered porch, room addition, accessory structure, roofing, pool, or trade work. Hillsborough County, Tampa, Plant City, and Temple Terrace operate separate permit processes and portals. This is an intake and routing workflow; the responsible authority's current permit-type instructions govern submittal documents, review, fees, and inspections.

Who needs this

Owners and contractors planning new construction, additions, alterations, accessory structures, roofing, pools, or trade work at a Hillsborough County property. Permit applicability depends on work type, parcel jurisdiction, and applicable exemptions.

Steps

  1. 1

    Confirm the parcel jurisdiction

Use an official address or parcel lookup and determine whether the property is in unincorporated Hillsborough, Tampa, Plant City, or Temple Terrace. Do not infer the permitting authority from the county mailing address or utility provider.

  2. 2

Check zoning and site constraints before design

Review the local authority's zoning and property resources. Floodplain, natural-resource, right-of-way, utility, historic, or fire reviews may be separate or conditional approvals.

  3. 3

Select the permit type and current submittal checklist

For unincorporated County projects, use HillsGovHub's Online Permit Types tool and the County's current forms. For a city parcel, use that city's permit instructions; residential and commercial/multifamily paths may differ.

  4. 4

    Prepare the project-specific application

Provide the application, owner/agent authorization where required, plans, survey/site information, contractor details, and supporting approvals listed by the responsible authority. Do not treat this shared list as a universal checklist.

  5. 5

Apply through the responsible authority's portal

County: HillsGovHub. Tampa: Accela Citizen Access. Plant City: MaintStar. Temple Terrace: City Building & Permitting instructions and Click2Gov. Follow the live authority page if a service or record type is not available online.

  6. 6

Pay the fee shown by the authority and resolve review comments

Fees vary by jurisdiction, permit type, valuation, and review. Use the current fee schedule or estimator and pay only through the official application record. Hillsborough County says County Development Services payments are billed through HillsGovHub.

  7. 7

    Track issuance and inspections

Monitor the selected portal for completeness notices, plan-review comments, permit issuance, and inspection instructions. Do not begin work until the required permit is issued and applicable conditions are satisfied.

HillsGovHub is for Hillsborough County Development Services and does not replace Tampa, Plant City, or Temple Terrace municipal permitting.County utility service, county mailing address, and County property-appraiser records do not by themselves establish building-permit jurisdiction.Permit fees and submittal documents change; this record links to live authority pages and intentionally does not freeze an amount. For applications submitted through the Tampa Accela Citizen Access portal, the City requires the owner/agent authorization form to be completed and uploaded as part of the electronic record.Temple Terrace online permitting notice (checked October 17, 2026): the City's Applications and Forms page says online permitting services will be temporarily unavailable beginning Monday, October 26. Check the City's current availability and filing instructions before submitting online.
