Swimming Pool and Spa Permit Routing — Hillsborough County

countywideStatewideUnincorporated Countytampaplant-citytemple-terrace

Route new and altered pools, spas, and related decks/equipment through the building authority for the parcel. Private residential and public swimming pools have different approval paths; public pools also require the applicable Florida Department of Health review. Zoning, barrier, electrical, plumbing, mechanical, structural, drainage, environmental, and safety requirements depend on the project.

Who needs this

Owners, developers, pool contractors, design professionals, and operators planning a private residential or public swimming pool, spa, deck, enclosure, equipment installation, or material alteration in Hillsborough County.

Steps

  1. 1

Classify the pool or spa and parcel jurisdiction

First distinguish a private residential pool or spa from a public pool regulated through Florida's public-pool program, then determine whether the parcel is in unincorporated Hillsborough, Tampa, Plant City, or Temple Terrace. Do not route solely from mailing city or utility service.

  2. 2

    Confirm zoning and site feasibility

Ask the responsible local authority to confirm setbacks, lot coverage, easements, rights-of-way, drainage, floodplain, trees/natural resources, septic or well conflicts, waterfront conditions, historic review, and any other parcel-specific constraints before final design.

  3. 3

Use the responsible building authority's pool intake

Submit through HillsGovHub for unincorporated County work, Tampa's current Construction Services channel, Plant City's Building Division channel, or Temple Terrace Building & Permitting. Confirm the current application type for the exact private or public pool/spa scope.

  4. 4

Provide complete design and trade documents

Provide the site plan or survey, pool and deck design, structural details, equipment specifications, barrier and access-control plan, electrical bonding and wiring, plumbing, mechanical or gas details, drainage information, contractor credentials, and other documents required by the selected authorities.

  5. 5

    Satisfy residential pool-safety requirements

For a new residential swimming pool, verify the current Florida Residential Swimming Pool Safety Act and the issuing building authority's barrier and safety-device requirements. This workflow does not reduce the statute to a single assumed fence design or waive local review.

  6. 6

Add Department of Health review for public pools

A public swimming pool or bathing place follows the applicable Florida Department of Health plan-review, operating-permit, inspection, and water-quality path in addition to local building, zoning, fire, and trade approvals. Confirm the responsible health office and current application path for the facility. The operating-permit application must include a copy of the final inspection from the local enforcement agency.

  7. 7

Resolve companion permits and calculated fees

Obtain electrical, plumbing, mechanical, gas, enclosure, deck, retaining-wall, right-of-way, environmental, utility, septic, and other approvals when applicable. Use each live application and current schedule for fees; no universal project total is asserted.

  8. 8

    Complete inspections before use

Do not use the pool or spa until required local construction/trade inspections, barrier and safety verification, final approval, and any public-pool health approval are complete.

Good to know

Private residential and public pools are not the same approval path. The local building permit does not replace a required public-pool health approval, and health approval does not replace local construction permits. No universal setback, barrier design, document list, fee, or timeline is inferred across the four jurisdictions. The official Florida Department of Health swimming-pools pages returned HTTP 403 to the September 24, 2026 research client. That response is not treated as proof that the program or application path is unavailable; Florida Statutes Chapter 514 remains an accessible official source for the public-pool permit requirement.Temple Terrace online permitting notice (checked October 17, 2026): the City's Applications and Forms page says online permitting services will be temporarily unavailable beginning Monday, October 26.
