Demolition Permit Routing — Unincorporated Hillsborough County
Route whole-structure demolition in unincorporated Hillsborough through the County's residential or commercial HillsGovHub intake. Utility releases, asbestos review or notification, septic abandonment, historic review, tree or natural-resource approval, floodplain review, site-development approval, and debris handling are conditional companion requirements; no one sign-off substitutes for the demolition permit.

Who needs this
Owners, authorized applicants, contractors, and design professionals planning to demolish an entire residential, mobile-home, commercial, institutional, industrial, or other structure in unincorporated Hillsborough County. Interior-only removal, partial structural demolition, fire-damage work, and site clearing must be classified separately before filing.
Steps
- 1
Confirm County jurisdiction and classify the demolition scope
Verify that the parcel is unincorporated and determine whether the work is entire-structure residential, entire-structure commercial, partial structural demolition, interior demolition, mobile-home removal, unsafe-building work, fire-damage work, or land clearing. Use the permit type the County assigns to the actual scope; this workflow does not route city demolition to the County.

Use the current residential or commercial checklist
For an entire residential structure, follow the County Residential Demolition General Submission Requirements. For an entire commercial structure, follow the Commercial Demolition Permit Requirements. Related partial, alteration, site, or specialty work may require a different checklist or additional permits.

Prepare the parcel plan and applicant records
Provide the current application, a scaled key site plan showing the parcel, all buildings, and the structure to be demolished, plus owner or contractor information and any other documents assigned by the checklist. The County lists a recorded certified Notice of Commencement before first inspection and an Owner-Builder Disclosure for qualifying residential owner-builders.

Obtain required utility sign-offs before demolition
Upload the approvals the selected County checklist requires. The current residential and commercial pages identify water or wastewater, Tampa Electric, gas, and phone/data-provider sign-offs; the commercial page also requires onsite utility services to be properly capped and secured. Confirm providers from the actual parcel rather than assuming every listed provider serves it.

Resolve asbestos applicability through EPC and current state rules
The County commercial checklist requires an EPC Asbestos Project Information Form with the demolition application. Separately confirm federal/state asbestos NESHAP applicability, inspection, notification, waiting period, fee, handling, and disposal requirements with EPC or Florida DEP for the actual structure and project; do not infer an exemption solely from residential appearance.

Coordinate septic abandonment when applicable
If an onsite sewage system serves the property, contact the responsible health/onsite-sewage program for abandonment requirements and documentation. The current County demolition pages identify this as a separate handoff; a building demolition permit does not close or authorize septic abandonment by itself.

Complete conditional historic, tree, floodplain, and site reviews
Before disturbance, confirm local-landmark or archaeological review, tree-removal and natural-resource approvals, floodplain requirements, pool or well closure, right-of-way controls, grading and drainage, erosion controls, site/subdivision approvals, and replacement-development sequencing when applicable. Do not treat demolition approval as blanket authorization for land clearing or later construction.

Submit through HillsGovHub and complete inspections and closeout
File through HillsGovHub, pay the calculated project fees, respond to comments, and wait for issuance before regulated work. Follow the approved safety safeguards, utility/asbestos/septic conditions, inspection sequence, debris rules, and final site-stabilization or closeout requirements in the live permit.

Good to know
This workflow applies only to unincorporated Hillsborough County; incorporated parcels use their city building authority.Residential whole-structure, commercial whole-structure, partial, interior, unsafe-building, fire-damage, mobile-home, and land-clearing scopes are not assumed to share one permit type.Utility releases, asbestos, septic, historic, tree, floodplain, site-development, pool or well closure, right-of-way, debris, and later construction approvals remain conditional and distinct. The County commercial page requires EPC asbestos information; state/federal applicability and notification must still be confirmed for the actual project.Published asbestos fees and the 10-working-day statement are date-stamped to the official Florida DEP page reviewed September 24, 2026; no demolition approval or exemption is presumed.
