Tampa is a separate municipal permitting jurisdiction and should not default to unincorporated Hillsborough permitting. The City uses Accela for building and land-development services. A Hillsborough County business tax receipt is also required for businesses located inside Tampa. Tampa Water serves Tampa and some areas outside city limits, so utility service must be resolved by service area rather than city name alone.
City of Tampa residential additions and remodel plan review
Flagged source reviewed 2026-10-15. How we check sources
A residential addition inside the City of Tampa includes an increase in floor area, stories, or building height and follows Tampa's staged permit process: application, fees, plan review, inspections, and Ready for Completion. Tampa plan review can require existing/proposed floor plans, structural plans and connections, current-code design, energy documents, and other project-specific materials. Typical addition inspections span foundation/slab, framing, trades, insulation, and finals; additional inspections may be required depending on project scope, and a BLD-Historic Progress inspection may be required if the property is in a historic zone. Remodeling uses its own Tampa permit guide. For parcel feasibility, Tampa zoning and any overlay/historic requirements must be applied separately from the building-permit checklist.
City of Tampa commercial construction and alteration permitting
Flagged source reviewed 2026-10-15. How we check sources
Commercial construction inside the City of Tampa is handled by Tampa Construction Services. Tampa publishes permit application guides and forms for commercial new construction and commercial alterations, and a guide for commercial additions, plus contractor, private-provider, Notice of Commencement, revision, temporary Certificate of Occupancy, and plan-upload processes. Commercial work can require separate zoning/development coordination and fire or utility review based on scope. StartFL should use Tampa's current Construction Services documents and Accela permit process rather than Hillsborough County's commercial checklist when the parcel is inside Tampa.
