Water-well construction, repair, modification, and abandonment in Hillsborough are primarily regulated through the Southwest Florida Water Management District's well-construction permitting program and must use appropriately licensed well contractors when required. A separate SWFWMD water-use permit can apply when the volume or use crosses the District's thresholds. Local parcel development may also involve Hillsborough utility, septic, well-field protection, zoning, or building considerations. A well-construction permit is therefore not the same thing as approval for the underlying development or a water-use authorization.
