Hillsborough development review distinguishes parcels served by public water/sewer from parcels requiring onsite sewage. New residential and commercial permit checklists can require proof of paid water/sewer service from the supplying utility or a Florida Department of Health septic application and site plan when sewer is unavailable. Certified Parcel review also uses utility availability in legal-lot sizing: County guidance calls for water/sewer connection or larger minimum lot sizes for septic, with a larger septic lot standard in well-field protection areas. Utility availability, septic feasibility, and well-field status can therefore materially change whether a lot is buildable and what development path applies.
