For a new single-family or two-family residence, accessory dwelling unit, or modular home in unincorporated Hillsborough County, use the County's residential new-construction path in HillsGovHub. The County requires parcel and legal-lot review, site and building plans, current Florida Building Code design, utility or septic documentation as applicable, a recorded Notice of Commencement before the first inspection when required, and an Owner Builder Disclosure when the owner qualifies and acts as contractor. New development in an approved subdivision may require a recorded final plat. The project must also resolve zoning, flood/SFHA, natural-resources, driveway/right-of-way, and utility constraints that apply to the parcel. Do not treat a mailing address or HCPA use code as proof that the lot is buildable; use the resolved jurisdiction, zoning, legal-lot status, and the County checklist.
