Townhome new construction in unincorporated Hillsborough County has a dedicated HillsGovHub checklist rather than being treated as an ordinary detached-house permit. Application documents include a paid sanitary sewer and/or water receipt from the supplying utility (if other than Hillsborough County Utilities), or, if using septic because sewer/water is unavailable, a septic-system permit application including site plan. A recorded certified Notice of Commencement is required prior to the first inspection. Homeowners acting as their own contractors must complete an Owner Builder Disclosure Statement. All new development within a previously approved new subdivision requires a final recorded plat through the Clerk of the Circuit Court. The applicant must verify that the parcel is a legal lot of record; the current Hillsborough County Property Appraiser legal description must match the historic legal description shown on the 1988 tax roll or a deed prior to the County's July 26, 1989 date of conformance must be provided that matches the HCPA legal description. The building package addresses signed/sealed plans, energy/load calculations, floor plans, structural design, walls and dwelling-unit separation, elevations, flood/SFHA review, and Planned Development or overlay conditions. Impact and mobility fees are assessed on projects creating new development or remodeling an existing structure if usable area will increase; impact fees must be paid before Certificate of Occupancy.
