Hillsborough right-of-way and driveway access permits

Applies to: unincorporated

Flagged source reviewed 2026-10-15. How we check sources

Construction, development, driveway connections, utility work, or other activity in unincorporated Hillsborough County right-of-way can require a ROW Management permit. The County distinguishes driveway access permits from other ROW use. The applicant must confirm that the project is actually in unincorporated Hillsborough rather than Tampa, Plant City, or Temple Terrace. Traffic interruption can require a separate Temporary Traffic Control permit. The ROW fee schedule lists a $50 base application fee, plus an access (driveway) application fee: Type I (residential, average daily traffic <50 vehicles), $50; Type II (commercial, 50 < average daily traffic <1,500 vehicles), $75; and Type III (commercial, average daily traffic >1,500 vehicles), $125. For parcel feasibility, legal access and road ownership should be resolved before assuming a new driveway or access point can be built. unverified
