Hillsborough allows qualifying building projects to use a Florida private provider for plan review and/or inspections, but the private provider does not replace the County permit. County residential and commercial checklists require the applicant to submit the County's Private Provider documentation when that option is used. Private-provider licensed professionals must complete Hillsborough's one-time HillsGovHub registration and provide state-license and professional-liability information; the project then identifies the registered professionals during application. The County still issues the permit and retains its statutory oversight/audit role. StartFL should treat private provider as an alternate review/inspection path within the County permit process, not as a way to bypass zoning, site development, floodplain, or other agency approvals.
