Hillsborough Planned Development, nonconforming property, variances, and special uses

Standard zoning tables do not control every unincorporated Hillsborough parcel. Planned Development (PD) zoning is site-plan and condition driven; use the approved PD plan and conditions from County records rather than substituting standard-district setbacks. Minor PD changes have an administrative process, while larger changes may require formal modification or rezoning. A determination of nonconformity is available for land that does not meet current development requirements; use the separate nonconforming-lot review to determine whether a lot is legally nonconforming. A variance requests deviation from a zoning requirement and requires the applicable hearing process; a special use is a use allowed only through additional review criteria and conditions. When GIS reports PD, special/overlay zoning, or apparent nonconformity, StartFL should not invent dimensional standards from nearby standard districts.
