Hillsborough permit applications may depend on owner-builder eligibility and the Notice of Commencement (NOC). For an owner-builder permit, the property must be deeded in the individual property owner’s name; if an LLC, corporation, partnership, or similar entity owns it, a properly licensed contractor must obtain the permit. Trust-owned property may be eligible after staff review. The property must be for the owner’s exclusive use and cannot be offered for sale, lease, or rent for one year after project completion. The owner must directly supervise work not performed by a licensed contractor and complete, sign, and upload the County’s Owner Builder Disclosure Statement to HillsGovHub. The County says there is no monetary limit for work involving a single-family residence; commercial project cost may not exceed $75,000. unverified

The County requires an NOC for improvements to real property when project cost is greater than $5,000. For a project requiring only a mechanical permit, including repair or replacement of an existing heating or air-conditioning system, an NOC is required when project cost is $15,000 or greater. Complete the NOC and have it recorded and certified at the Clerk’s office before uploading it to the HillsGovHub application. These filing rules do not replace project-specific zoning, plan, contractor, flood, or inspection requirements. unverified
