A new mobile home installation on a new lot on private property in unincorporated Hillsborough County requires a HillsGovHub permit and a parcel-specific setup package. The County requires foundation/blocking and tie-down information, a floor plan with the HUD label, a site plan with property boundaries, legal description, flood and finished-floor elevations, and utility/septic documentation as applicable. The parcel must be a legal lot of record. County guidance states impact and mobility fees are assessed on projects that create new development or remodel an existing structure with an increase in usable area; impact fees must be paid before the Certificate of Occupancy. It also identifies zoning/wetland variances or certified-parcel subdivision approval when applicable, and requires permits to be pulled by a licensed mobile-home installer. Mobile homes in parks use a separate County checklist, so StartFL must distinguish private property from an established park.
