Commercial/public pools and spas in unincorporated Hillsborough County use a Commercial Miscellaneous Pool/Spa permit and coordinate building review with approved site-development plans. The County requires current-code plans and a site-specific pool layout. A public-pool operating permit application to the Florida Department of Health is required before County permit issuance. Flood-hazard sites must satisfy the applicable flood provisions. This is different from the residential private-pool path.
