In unincorporated Hillsborough County, a parcel may need Certified Parcel review to establish that it is compliant and legal to build on, or to create one additional lot. County criteria include consistency with zoning and the Comprehensive Plan, legal access, and utility/onsite-sewage lot-sizing. More than one lot split generally goes through formal subdivision review. Site and Subdivision also administers preliminary plats, final plats, minor site/subdivision applications, site construction plans, utility-only plans, easement access, and related development approvals. A property-appraiser parcel number by itself is not proof that a parcel is a legal buildable lot.
