Jacksonville and Duval County have consolidated government, while Jacksonville Beach, Atlantic Beach, Neptune Beach and the Town of Baldwin retain municipal processes. A Jacksonville mailing city or ZIP does not prove permit authority. StartFL resolves a full street address only when the City GIS returns one exact PointAddress, the Duval Property Appraiser returns one matching parcel, and a City planning municipal polygon contains the point. City labels from the locator and tax roll are not the boundary decision. Missing parcel evidence, multiple matches, invalid coordinates, polygon overlap or provider outage leaves the responsible jurisdiction unconfirmed. City planning publishes five municipal polygons, including Jacksonville's consolidated area. The legacy unincorporated/special-service directory entry is a contact context, not a sixth verified geographic jurisdiction. After a match, building, zoning, fire and other approvals still depend on the project and responsible service. JaxEPICS is the Jacksonville portal; the four other municipalities have separate published permit destinations. A municipal match is not permit approval, current zoning, flood status or a complete record search.
