Separate official municipal filing handoff. Address/parcel containment is verified; permit history, submission and project-specific approval are not automated.

Jacksonville's consolidated City-County service structure does not establish parcel jurisdiction from a Jacksonville mailing city. Confirm the exact property, municipality and applicable overlay before naming the authority.

Confirm the government that handles a Duval address

Jacksonville and Duval County have consolidated government, while Jacksonville Beach, Atlantic Beach, Neptune Beach and the Town of Baldwin retain municipal processes. A Jacksonville mailing city or ZIP does not prove permit authority. StartFL resolves a full street address only when the City GIS returns one exact PointAddress, the Duval Property Appraiser returns one matching parcel, and a City planning municipal polygon contains the point. City labels from the locator and tax roll are not the boundary decision. Missing parcel evidence, multiple matches, invalid coordinates, polygon overlap or provider outage leaves the responsible jurisdiction unconfirmed. City planning publishes five municipal polygons, including Jacksonville's consolidated area. The legacy unincorporated/special-service directory entry is a contact context, not a sixth verified geographic jurisdiction. After a match, building, zoning, fire and other approvals still depend on the project and responsible service. JaxEPICS is the Jacksonville portal; the four other municipalities have separate published permit destinations. A municipal match is not permit approval, current zoning, flood status or a complete record search.

Jacksonville Certificate of Use guidance

Flagged source reviewed 2026-10-15. How we check sources

The City of Jacksonville Building Inspection Division explains Certificates of Use and changes to building use. The City states that zoning, building and fire-code review can apply to a proposed use, even when the space was previously used for a different business. The Duval Tax Collector page says Florida law exempts home-based businesses from the City's Certificate of Use requirement but still requires a Local Business Tax Receipt. Check the current official guidance for the specific business and parcel; no fee or processing time is asserted here.
