Unlike Daytona Beach or parts of the Panhandle, Pinellas County's Gulf beaches are not drive-on beaches. No Pinellas beach community advertises or permits general public vehicle access on the sand; driving is limited to authorized vehicles (lifeguards, maintenance, permitted events). Treat driving on the sand as prohibited everywhere in the county unless a specific permit says otherwise.
Parking is the real question, and it is managed city by city and park by park.
County parks. Fort De Soto Park, the county's flagship beach park (open 7 days a week, 7 a.m. to sunset), charges a $6 daily parking fee, payable by app or text with a $0.35 convenience fee. Beach towns. Clearwater Beach operates municipal lots and garages plus metered spaces, with an interactive parking map on the city website; demand pricing and event surges are common in peak season. St. Pete Beach, Treasure Island, Madeira Beach, Indian Rocks Beach, and the Redingtons each run their own paid public lots and street parking with different apps, rates, and resident programs. Access points. Public beach access points with small lots or street parking dot Gulf Boulevard; they fill early on winter weekends and holidays. Arriving before mid-morning or using rideshare/the Suncoast Beach Trolley (PSTA) avoids the worst of it.
Rules on the sand. Alcohol, glass, pets, and bonfire rules differ by city and by park (for example, pets are restricted to designated areas like Fort De Soto's Paw Playground and dog beach). Read the posted signs at each access point; the beach in front of a hotel is still public below the mean high water line in most of Pinellas, but upland services are private.
